How to Start a Cloud Kitchen in Pakistan
RestroAI by Taiz · · 8 min read
A cloud kitchen is a kitchen that cooks only for delivery and takeaway. There is no dining room, no waiters and no walk-in rent, so the money goes into food, packaging, riders and getting found online. That makes it a lower-risk way to open than a full restaurant, but it is not a shortcut: you live or die by menu discipline, order flow and delivery quality. This guide gives the order of work we would follow. It deliberately avoids invented costs and fees, because they change by city, landlord and year. Where a number is needed, we say how to find it. The one price we state is our own: RestroAI by Taiz costs PKR 15,000 per branch per month with every feature included.
Step 1: Pick a concept that travels well
Delivery is unforgiving. Food spends 20 to 40 minutes in a bag, so choose dishes that survive it. Biryani, karahi, rolls, burgers with sturdy buns, rice bowls and desserts in sealed tubs travel well. Fries, anything crisp and anything that needs a plate presentation do not.
Pick one clear idea rather than a bit of everything. A kitchen known for "late-night smash burgers" is easier to market, easier to stock and easier to cook consistently than one with 120 items. You can add a second brand later from the same kitchen, which is a real advantage of the cloud model, but start with one.
- Who orders: students, offices, families, late-night shift workers? Each has a different peak hour.
- What is your edge: price, speed, a regional speciality, healthier options?
- Who else delivers it in your area? Browse the delivery apps in your target neighbourhood and look at the gaps, not just the crowded categories.
Step 2: Choose the location by delivery reach, not footfall
Customers never see your kitchen, so you do not need a main road or a good frontage. You need rent you can carry and a position that lets riders reach your target neighbourhoods fast. Most customers will not tolerate long waits, so think about the area you can cover in a short ride and how traffic behaves at your peak hours.
- Map a delivery radius and check which dense residential or office areas sit inside it.
- Check access: can a rider park or wait easily, and is the lane usable at night?
- Check utilities: reliable gas, electricity and water matter more than anything cosmetic. Plan for backup power if load-shedding hits your area.
- Check ventilation and extraction. A kitchen that smokes out its neighbours will get complaints.
- Read the lease terms for commercial use before paying anything.
Step 3: Licences and registrations: confirm, do not assume
We are not lawyers or tax advisers, and requirements differ by province and city. Confirm every registration, licence and fee with the authorities directly before you spend money. We list the categories to ask about, not amounts.
A kitchen that sells food to the public is generally regulated. The categories to ask about are:
- Food licence or registration with your provincial food authority. Ask what inspection and hygiene standards they apply to a delivery-only kitchen.
- Business registration, such as sole proprietor, partnership or company, and what that means for your tax filings.
- Tax registration with the Federal Board of Revenue, and sales tax on services registration with your provincial revenue authority, such as the Punjab Revenue Authority or Sindh Revenue Board, where it applies to restaurants in your location.
- Local government or municipal permissions for commercial premises and signage.
- Staff health checks and any requirements around food handlers.
Ask each authority what they need from a kitchen with no customer seating, because some rules were written with dine-in restaurants in mind. Keep copies of everything. If your tax filer asks how invoicing works at your kitchen, our FBR POS guide explains the rules and what RestroAI does today.
Step 5: Choose delivery channels: Foodpanda and your own
A new cloud kitchen has no brand and no regulars, so an aggregator such as Foodpanda is the quickest way to be seen. Aggregators bring discovery and a ready customer base, and they charge commission for it. Your commission rate is set in your own agreement, so read it before signing and put the real figure in your costing.
The better long-term pattern is to use both. Take new customers from the aggregator, then give them a reason to reorder directly from your own channel, where you keep the full order value and own the customer relationship. Your own channels can be a branded ordering website, WhatsApp ordering and, with RestroAI, an Android customer app. We cover the tactics in how to reduce Foodpanda commission and the maths in own ordering app vs Foodpanda.
Decide early how you will deliver your own orders. Options are your own riders, a third-party rider service, or customer pickup. RestroAI includes 3 riders per branch with assignment and status updates, and cash on delivery is marked as collected when a rider completes the order.
Step 6: The software stack a cloud kitchen needs
The danger in a cloud kitchen is running four disconnected tools: a tablet for Foodpanda, a phone for WhatsApp, a notebook for riders and a spreadsheet for stock. Orders get missed and nobody knows the real numbers. You want one order list. At minimum you need:
- One order queue that takes orders from every channel and shows the kitchen a single list.
- A kitchen display so tickets are not paper that gets lost.
- Rider and delivery management: who has which order, and what is its status.
- Inventory and recipes so you know your food cost and what to reorder.
- Your own ordering channel: a branded website and WhatsApp ordering.
- Sales reports and end-of-day Z reports to hand to your accountant.
RestroAI covers these in one platform. Foodpanda orders arrive in the same order list as website, WhatsApp, chat and POS orders, with menu and order-status sync, and the AI agent takes WhatsApp and website chat orders and creates them in the POS. Foodpanda payout statements are not reconciled automatically. See the cloud kitchen page for how it fits together. Orders from other aggregators are not integrated.
Step 7: Budget by category, then test before launch
Prices for equipment, rent and labour move too much for us to quote honestly, so here are the categories. Get real quotes for each and add a cushion for the first months, when sales are lowest and mistakes are most common.
| Category | One-off or monthly | What to check |
|---|---|---|
| Kitchen rent and deposit | Both | Lease terms for commercial use; deposit refund conditions |
| Kitchen fit-out and equipment | One-off | Buy used where safe; prioritise stoves, fridges and extraction |
| Licences and registrations | Both | Confirm each fee directly with the authority |
| Ingredients and packaging | Monthly | Supplier prices and minimum orders; packaging per dish |
| Staff | Monthly | Cooks, a prep helper, packers, riders if in-house |
| Software | Monthly | RestroAI is PKR 15,000 per branch per month, every feature included, no commission and no setup fee |
| Hardware | One-off | A tablet or touchscreen, receipt printer; billed separately from RestroAI |
| Marketing and aggregator commission | Monthly | Your own agreement sets the commission; budget for photos and launch offers |
Before launch, run a dry week. Cook every dish, time it, pack it, and send a friend across your delivery area to see what arrives. Fix timings and packaging before real customers find the problems for you.
Your launch checklist

Frequently asked questions
How do I start a cloud kitchen in Pakistan?
Choose a delivery-friendly concept, rent a kitchen with good delivery reach, confirm food authority and tax registration requirements, build a small costed menu, list on Foodpanda while building your own ordering channel, and run one system for all orders. Confirm every licence directly with the authorities.
What licences does a cloud kitchen need in Pakistan?
Requirements differ by province and city, so confirm with the authorities. Typically you ask about food authority registration, business and tax registration, provincial sales tax on services where it applies, and local commercial premises permissions. We do not quote fees because they change.
How much does it cost to start a cloud kitchen in Pakistan?
It depends on city, rent and equipment, so get real quotes. The main categories are rent, equipment, licences, ingredients and packaging, staff, software, hardware and marketing. RestroAI software is PKR 15,000 per branch per month with every feature included and no setup fee.
Do I need Foodpanda to run a cloud kitchen?
No, but it is the fastest way to be discovered when you have no brand. Aggregators charge commission under your own agreement. Many kitchens use Foodpanda for new customers and move repeat customers to their own website and WhatsApp ordering.
What software does a cloud kitchen need?
One order list across channels, a kitchen display, rider management, inventory with recipes, an ordering website and sales reports. RestroAI by Taiz provides all of these, including Foodpanda orders in the same list, for PKR 15,000 per branch per month.
Can I run more than one brand from one cloud kitchen?
Yes, that is a common advantage of the model. Start with one brand and a short menu, then add a second once the first runs smoothly. Check that your licence and listings cover each brand name you trade under.
Is RestroAI FBR integrated?
No. Direct FBR, PRA and SRB integration is not live yet. Receipts reserve space for an FBR invoice QR code, and RestroAI provides sales records and Z reports for your tax filer. Ask us for the timeline before you sign up if integration is a requirement.
